WHY KLAIPEDA 2022?<\/span><\/p>\n\n

 <\/p>\n\n

Presently, due to historical, demographic, and economic changes, our city has fallen into a period of stagnation. We have become a consumerist society, characterised by alienation and social exclusion. Moreover, our cultural isolation due to the geographical distance from the major cultural centres (Vilnius, Kaunas, or Riga) is further adding to the region's provinciality. It is merely culture that is able to return life to the city, to mobilise people, and to create a permanent milieu of movement and renewal.<\/p>\n\n

 <\/p>\n\n

Therefore, we seek to become the European Capital of Culture now<\/strong>, as we believe in unlimited city\u2019s breakthrough possibilities having an active cultural segment. We cannot afford to have in our city and region:
\n <\/p>\n\n

     - children who have not learnt to listen to music or have not yet discovered the miracle
\n       of the theatre, as they are to create the future of our city and of all Europe;<\/p>\n\n

     - young people who do not want to stay in the region because they miss innovative
\n       leisure, attractive public spaces, and the faith in the future of their own city;<\/p>\n\n

     - non-socialising neighbours and non-smiling senior citizens, because our negative
\n       community is stagnating and is not moving forward;<\/p>\n\n

     - empty exhibition and concert halls, as their maintenance is too expensive for the city;<\/p>\n\n

     - non-cooperating artists of different areas, because there is a shortage of them, and
\n       the seclusion further increases the exclusion;<\/p>\n\n

     - being just a city on the seaside, but not a port city, because then we shall not miss
\n       the ocean;<\/p>\n\n

     - forgetting history, which shapes a society with no roots and no identity.<\/p>\n\n

Wishing to achieve the cultural breakthrough, the present-day Klaip\u0117da cannot boast especially favourable political, financial, or infrastructural circumstances. In recent years, due to the active independent city community and culture-conscious politicians, the Klaip\u0117da City Municipality resolved to identify culture as a strategic direction of the city development. Klaip\u0117da has been the first municipality throughout the period of Lithuania's Independence which took the decision to twice increase the spending on culture<\/strong> within four years. Meanwhile, the approved cultural strategy of Klaip\u0117da until 2030 shall help to reveal, preserve, and develop the cultural identity and the creative potential of the community.  <\/p>\n\n

When developing the application, we felt the stirring expectations of our creative, academic, and business communities. The community is ripe for change, therefore, we need to start now.<\/p>\n\n

 <\/p>\n\n

We are a shrinking city whose industrial image scares away the creative potential, however, because of limited competition we have more space for the creative ideas of young talents and professionals than other cities... <\/p>\n\n

We cannot close our eyes to global problems, as we are a cross-border city, capable of building bridges...
\nBeing open, we shall become interesting to Europe whose part we have been for a long time. We have already grown up a new European generation, but still retained the Soviet memory. Therefore we shall expand the boundaries of the EU democracy eastwards together, since we live in one world\u2026<\/p>\n\n

 <\/p>\n\n

The artistic vision <\/strong>of Klaip\u0117da 2022 programme is the creation of a new European cultural platform \u2013 a meeting point<\/strong> \u2013 both for permanent residents and temporary arriving creators, which shall inspire for challenges and reinforce the changes oriented towards the power of art and the vitality of the community. <\/p>\n\n

We try harder because we want it to be not a one-day, but a long-term relationship, and because we want you to return...<\/p>\n\n

KLAIPEDA + PALANGA + NIDA 2022<\/strong><\/p>\n\n

 <\/p>\n\n

The consolidation of the three cities is preconditioned by several factors linking their identities and problems. To start with, the municipalities of Klaip\u0117da, Neringa, and Palanga are linked through sharing populations whose activities frequently ignore the administrative boundaries of the cities. People's mobility is encouraged by labour relations, as well as cultural and recreational needs, and it is ensured by the use of the developing common transport system and the common care of the ecological environment of the Baltic Sea.<\/p>\n\n

 <\/p>\n\n

Second, the identity is defined by the common characteristics of the geographical area: a 99 km-long Baltic seacoast, a unique landscape stretching throughout the Curonian Spit, Klaip\u0117da, and Palanga, created by the harmonious efforts of man and nature, maritime traditions, and the fishing business.<\/p>\n\n

Third, the region shares the historical experience: a historical postal route passing through the cities, internal migration, and the predominating multipolarity of nations (Germans, Lithuanians, Curonians, Jews, Russians, Poles, etc.) and cultures.<\/p>\n\n

 <\/p>\n\n

Finally, the cities are presently experiencing similar challenges due to the brain and labour drain to the capital city or abroad, seasonal residing of visitors, a sparse stratum of the professional high culture representatives, a complicated relationship between the industries and port development with the cultural-natural and the urban heritages.<\/p>\n\n

 <\/p>\n\n

By inviting Neringa and Palanga to become our partners, we seek to delete the administrative boundaries and to make the region one cultural area and one centre of cultural meetings, which shall lead to the development of a strategic programme of changes relevant to the whole region, to bringing together the community of the region for common activities, and to creating a new quality image of the region as an open, dynamic, and modern tripolis.<\/p>\n\n

 <\/p>\n\n

We understand that it requires lot of our efforts and time. The title of the European Capital of Culture will be a primary stimulus for bringing together the creative forces and economic resources at the regional level. It will serve as a significant impetus for the long-term development and co-operation of the region, seeking to disclose and enhance the cultural potential of Western Lithuania and to ensure a decentralised cultural policy of Lithuania. <\/p>\n\n

PROCESS OF APPLICATION\u2019S COMPILATION<\/strong><\/p>\n\n

 <\/p>\n\n

Klaip\u0117da 2022 was from the very beginning developed as a community programme, organised not in a top-down style, but by inviting everybody to become part of it. Over 300 representatives<\/strong> of the artist community (artists of different fields, architects, historians, specialists of creative industries and marketing, cultural managers, heads of cultural institutions, etc.), and not only residents of Klaip\u0117da, Neringa, and Palanga, but also individuals of Klaip\u0117da Region descent presently living in Vilnius or abroad as well as foreign partners from Western and Eastern Europe directly participated in the activities of the creative team: in the formulation of the project conception, vision, and strategy, in the identification of measures and actions, and in the summarision of the European dimension components. Over 50 practical creative meetings-workshops were held during which artists discussed and conceptualised the programme, submitted their comments and proposals, and contributed to the framework of the programme by developing or editing individual parts of the programme.<\/p>\n\n

 <\/p>\n\n

An open artist community platform Cultural Forum<\/em> significantly contributed to the problem discourse and the search for solutions relevant to the culture and the city development. Born as an independent bottom-up initiative in the autumn of 2016, it has grown to an independent body bringing together the artist community and the city administration for a dialogue. Importantly, the discussions of the Forum are broadcast on the Internet and provide an opportunity of participation in the discussions to even broader community, including foreigners and emigrants. The Forum is invited to become an independent advisor of the Klaip\u0117da 2022 Agency and it is planned to expand it to regional scale. <\/p>\n\n

 <\/p>\n\n

Over 500 people<\/strong> from Klaip\u0117da City and Region were involved in the application development through holding focus groups meetings. Politicians, members of the academic and educational communities, ethnic minorities, youth, as well as of business, industries, and the tourism sector, the urban planner community, external experts and ambassadors were invited to them. The latter were especially active contributors to the development of the city's Cultural Strategy 2030 document.

Another around 1500 people<\/strong> were involved indirectly, as interview respondent, through publicising events or volunteer activities. <\/p>\n\t\r\n<\/div>\r\n \r\n"}
